100 amp minimum

There is a plaza in PA that some spaces are being redone. There is a small room that isn't rented out as anything yet and the building owner said to put a 50 amp sub panel for the space, said should be good enough. I was then told that a panel for a tenant space, no matter how small the space is, has to be at least 100 amps. Does this sound right. It seems to me that I should be able to put a little 50 amp sub there.

Barring some local ordinance (or my memory) there are minimums for services and outside feeder disconnect, but I know of no NEC minimum for a subpanel in the same building.
