100 amp panel with #6 feed

Hello to all! want to replace a couple of old fuse panels. 4 ckt and 6 ckt. They are both fed with # 10 wire. I want to replace with a breaker panel. old fuse boxes were fed with a 3/4 pipe. Can re feed with 3#6 and 1#10 ground. Breaker panel is a 8/16 GE panel rated at 100 amps. This is a two story building and the pipe is buried through walls and very hard to get to. so installing new raceway is not an option here. Can I install the #6 and put a 60 amp main in. and meet code even though panel is rated for 100 amps? I,m not crazy about doing it this way but i,m trying to help a freind and keep costs down at the same time. Plus getting rid of the fuse panels is something she wants to do. Thanks much!

So this panel is not the service panel? If it's a sub-panel you can put a 60 amp OCPD in the main panel and feed the 100 amp panel with #6's.
 
I can feed a 200 amp panel with #8 and install a 40 amp breaker as long as the load is 40 amps or less. The panel amps is the max- it does not mean you cannot use a lower ampacity conductor and breaker to protect it. I have often installed 200 amp main lug panels with 125 amp feeder conductors and breaker.
