Is there a minimum height for the service panel? I recently installed the meter at 64 in.and the panel was back to back. The inspector said the service panel had to be at least 5ft to top of panel. Is there a ref. in the nec for both the meter socket and panel. I am about 3 1/2 in. short of this. Thanks

Bogman, There is no minimum height for the panel as far as the NEC. There may be some consideration to 110.3(8).

There could possibly be a local code though.

As far as the meter, in my area the POCO requires their meter heights to be between 60 to 80" to center unless special circumstances are involved.

If they want to violate something, they should be prepared to provide a code reference. Unless there's some local amendment, you are OK. You can appeal it if you don't want to move the panel.

It is so irritating to constantly see this type of question, not because you posted it, but because there are some inspectors who don't like something, so they redtag the job. I would definitely ask for a code reference to this whether or not it is NEC or local ordinance, maybe it is the floodplain, you should be able to get more of an answer than I said so  . The jurisdiction, by law, is required to post and make availible the codes they reference to the public.

For maximum height, read 404.8(A).

the only location in the NEC with a minimum height for a service panel is in Art 550 Mobile Homes, and its 2 ft.
There may be a local code, or the POCO could have a requirement. In any case the AHJ needs to cite the rule, Section 80.19(F)(5) gives some clarification, although section 80 is probably not adopted by your inspection agency, they will have some legal policy that is similar.

Re: 100 amp service panel height

My POCO (Pacific Gas & Electric) official specs to center of meter base are:
48" min.
75" max.

But their field shop drawing shows:
48" min.
66" max.

You have to be an insider to know that they will let you go to the 75". Thanks to Curt Swartz of this forum for making me an insider :)

Not quite clear on your description. You mention 64" which is 5'-4". How does your back-to-back put you below this? Post back with details if you need more help.

The maximum breaker (or switch) height is 6'-7" per 404.8(A).
