I have an SER cable installed across the top of a building that had a fire inside. Structure is still sound .Can I install SER cable across road ? I will protect it with a 2x10 on each side with a 2x10 on top, I alsowill drive cut nails through 2x10 to keep it from moving. Is this legal?

A road?

This sounds like a very bad idea no matter how little traffic this road gets.

Cut it in, fly it overhead, but do not do what you are suggesting.

For what it's worth running SER overhead is not that bad. Run a good rope from point to point as a messenger than using some large outdoor tie wraps attach the SER to the rope. It is temporary right?

Unless this is a private road you will need county permision.Your asking for problems to do it your way.How was the building fed to start with ?

I will add if the pole your "flying" to is owned by a utility you would need there permission to attach it to it. If there are primary conductors upon this pole don't even think about it.
