Substantiation:

Emphasize that the interior of a raceway is considered wet in the stated locations.

This is fine but unnecessary as it is already stated in art. 300. I suspect they may not go for it. I also am not happy with the underlined change. If I terminate a raceway from a finished room to an attic then by your definition it would be wet location-- or it could be read that way
