Overload. Operation of equipment in excess of normal, its full-load rating, or of a conductor in excess of its rated ampacity that, when it persists for a sufficient length of time, would cause damage or dangerous overheating. A fault, such as a short circuit or ground fault, is not an overload.

Substantiation:

"normal" is an unenforceable term according to NEC_StyleManual_2011.pdf 3.2.1.

Theres a lot of unenforceable concepts. For example, under the NEC, there is no sufficient time established for qualifying as an overload. Should simply be something like...

Overload. Operation of equipment beyond its rating, resulting from any condition other than short circuit or ground fault, which will cause damage or dangerous overheating if uncorrected.
