Articles 210 and 215 contain an exception that conductors and overcurrent protection can be sized for the sum of the continuous (not 125%) plus non-continuous load if the entire assembly is listed for operation at 100 percent of its rating.

Does the 100 percent assembly rating have anything to do with 90 degree C equipment and/or conductor temperature provisions? For example, can a 100 percent rated assembly only be used with 90 degree C rated enclosures, terminations, and conductors?

No, you're mixing issues. This has nothing to do with temperature rating of the equipment. Even equipment with 100% continuous load operation don't have 90? ratings.

Here's an example, Say you have a 100-ampere continuous load. This would require a 125-ampere OCD or a 100-ampere 100% rated OCD. It is doubtful you will find any 100% rated equipment under 400-amperes.
