100% rated main

I have a landlord switchboard that feeds a tenant meter bank with a 4 wire + ground feeder, if the tenant connected load is equal to 192A Connected and 140A demand (kitchen equip, hvac, general purpose lighting and receptacles) the max the meter / main can accept is a 200A c.b. in leau of providing a new feeder from the utility or switchboard and providing a new meter / ct with a new meter does anyone know if these can have 100% rated c.b. to feed the tenant space? I could not find in the manufacturers literature where it says it cannot? the current service is a #300kcmil (al) + grd to a wireway that feeds two panels one with a 225A main and the other with a 200A main fed from the tapped feeder to the panel. the 200A mcb panel (existing tenant panel) only has 6 circuits for general purpose lights and receptacles all the equipment is fed from the adjacent panel

Bus ratings are continuous current ratings, and therefore it is good for the full 200A. Locating a 100% rated breaker that fits your panelboard may be difficult at best.

As George stated, not sure why you need the full 200A based on your demand load. It would be unusual to calculate panel size on connected load.

I just seemed a little concerned with the connected load being 192A the demand load is calculated at 140A with a kitchen demand at 65% (allowed by code) this seemed a little conservetive thats all I just wanted to get everyones opinion would a 100% rated breaker even be avaliable for this application??
 
I don't know if one exists - but I'm not sure I would look for one either. The whole shebang (panelboard, feeder, etc) would be loaded above continuous (if we were to proceed with your concern), so I would look into upgrading the system if I was not comfortable with the NEC minimum.
