100a main panel- 100a sub panel

If someone wants to feed a 100a sub-panel from a 100a main panel I can't find where this wouldn't be allowed. All I would ask for is a load calculation based on connected load. As long as the feeders are correctly sized and protected they should trip feeder breaker if the sub-panel adds too much load. Does this sound correct?
 
The hospital that I retired from liked to waste money on renovations. They would have a 42 circuit 12O/208 225 amp panel with a main breaker feed two MLO 42 circuit subpanel side by side filled with 20 amp bolt on circuit breakers. First sub panel often had no wires and the second 42 circuit sub panel never had wires in it. ( Yep up to 84 spare circuit breakers ). No problem with a sub panel the same ampere as the panel feeding it.
 
Hospitals tend to have a long time horizon in some respects. I'm not surprised they would put in a crap load of spare circuit breakers. It's a lot cheaper to do it now than to have to add another breaker box down the road. I think sometimes people get a little carried away though with trying to accommodate future needs. It's very hard to know what you're going to need two or three or four or five years from now.
 
And I found when purchasing a panel it was very inexpensive to have if full of breakers. This was on SqD panelboadd
