100amp SER cable

Sounds like you have a conductor in the cable that you don't need, that is not a problem. Is better than having one less conductor than what you do need.
 
Can this even be used terminated in a 100amp main breaker panel ? Panel was moved about 25’ from the meter, someone replaced the SEU with SER and called it a day.
I would think there would be an issue with the MBP being 25' away unless you had a MB disconnect adjacent to the meter enclosure. As I'm sure you know, the EGC's and neutrals would be landed on the same ground bar in that disconnect whereas the neutrals and EGC's are separated in the relocated MBP. I once had an issue like this in a new mega-mansion residential service. MBP was installed about 8' away from the meter enclosure, all in 2" PVC. EI said it wasn't "the shortest distance possible". He said I could leave it in place if I wanted to encase it in 6" of concrete. I moved it 2' to the left and passed inspection.

What is critical (most places) is how much service conductor is inside the building. The NEC wordage is kind of vague and has no specified distance but is written to indicate they intend it to be conductor that is considered inside the building. OP could have the MBP on exterior wall but has run pretty much all that added distance on the exterior side.

Now if they moved the panel to further into the house, they got the right cable but failed to add the required service disconnect near or before point of entrance.

Not an issue with either the cable type or the distance if the cable is run on the outside of the building.
