I see a lot of WIFI outlets with USB for sale on Amazon that are only rated to 10 amps, some that are ETL/UL listed. 406.3(B) says "Receptacles and cord connectors shall be rated not less than 15 amperes". Do these not fall under that section? If they do, will UL list a device that doesn't meet the NEC?
 
Got a link or spec. Picture?
Are you talking about a recept. that replaces the old or one that plugs into an existing recept.

The receptacle itself is rated 15 or even 20 amps, the contacts of the controlling component are likely only what is rated 10 amps.
