I have an electrical panel and I've got 125A branch breakers rated for 60degC. I used #2 wire since next size up rule allows me to use that wire for the 125A breaker. NEC section 110.14(c)(1) seems to say that this is not allowed because since the terminal is rated for 60degC, I must use the 60degC rating of the wire, which is 95A for #2, meaning my wire is undersized. Is there any way around this?

Is this an old panel ? 60 deg breakers are a rare bird these days. 60/75 is far more common

It means the breaker is acceptable to use as 75 degree terminations with 75 deg (or greater) rated conductors as long as the load termination is also rated 75 deg.

The breaker is good for 75 degree terminations.
You need to verify the load termination is good for 75.
At 125 amp most likely you are fine.
