a store in a shopping center is going to add on to a existing space they will be adding new walls and ceiling with new outlets and drop in fixtures, they will be using the existing service to feed the new add on since the panel was installed in the late nineties no arc flash stickers were required the 2008 code is in effect in pa. and being used by the contractor .is there any other section in the 2008 code besides 90.4 which could be used to require the use of arc flash stickers on the service panel such as life safety articles ?
 
The NEC is an installation standard, not a safety standard, that's NFPA 70E. IMO if the equipment was installed under a permit and acceptable, with no Arc Flash Hazard Labels, then its OK


Arc Flash Hazard Labels are about $1.50, if you wanted to install some.

I think you are going to have a tough time using 90.4 to require arc flash stickers.

Keep in mind the kind of arc flash stickers the code requires are pretty generic and won't require an arc flash study. They are cheap to buy, probably less than $1. If it makes you feel better get one from the local supply house and add it.

This is the type of generic sticker the code requires.

Reading NEC carefully, I think it can be even more generic than that. There is no real specifications on what must be on the label other then it must warn of the hazards. It does mention ANSI information - but that is in an informational note and not part of enforceable code. About only requirement really mentioned is that it shall not be hand written other then any portions that are variable or subject to change.
