110.26(A)(1) Working Space

Transformer with 277/480V secondary has meter can mounted on side. An ATS is being installed on side of transformer with the meter. My thought is the ATS, being grounded, represents condition 2 and requires 42" minimum working space between it and the meter. Understand the actual meter can stick into the working space 6". Is there anyway this would be a condition 1?

Standing in front of the ATS there is plenty of space behind you. My question about working space is for the location of the meter. Reading my OP that wasn't clear, apologies. If a worker stands in front of the meter (facing the side of the transformer), the ATS is directly behind him/her. Hoping to confirm the minimum working space. Thank you for your help.

if there is no door on the ats facing the meter, it may be an issue for the POCO on clearances for the meter. My POCO has very good drawings on meter clearances

Really appreciate the comments. Other equipment is being repositioned to all for condition 2 of table 110.26(A)(1) to be followed, and then some. Again thank you for the feedback.
