We have a 480V panel installed 30” from an access gate. Construction is saying it’s ok since the gate is interlocked with the panel. So it won’t be worked on while energized - I believe this is compliant “as is”

Maybe you’re ok then if gate wider than panel and can be opened quickly to allow access to panel.

If the gate is wider than the panel, the opening allows working space, it would be no different than an electrical panel with a door in a hallway that opens in front of the panel

There are two requirements, one is for the working space and two it needs to be readily accessible. So if the panel is readily accessible with the gate closed and the gate can be opened to provide the required working space then it's code compliant.
