I am looking at an elevator controller with live parts < 600 volts. The CSA or UL rated controller cover has been removed for troubleshooting live circuits. Directly in front of the controller, and within 9 inches of live parts, is a conductive standard railing.

Does 620.5(B) supersede 110.26(A)(1) if the controller cover is removed and it is possible to inadvertently make contact with live parts? With the controller cover removed, the controller is not a deadfront assembly, it's not low voltage, and this is installed in a new building.

620.5 says it does...

620.5 Working Clearances. Working space shall be provided about controllers, disconnecting means, and other electrical equipment. The minimum working space shall be not less than that specified in 110.26(A).

Where conditions of maintenance and supervision ensure that only qualified persons examine, adjust, service, and maintain the equipment, the clearance requirements of 110.26(A) shall be waived as permitted in 620.5(A) through (D).
