I am not sure what you mean. Those measurements are for the worker to keep them save as possible but obviously if an arc flash happens and you are there without protection, well you are in trouble.

I would assume the cmp has looked at all scenarios and made the best choice they could for protection all around.

I agree with you. I just thought there might be circumstances where the boundaries would change according to incident energy levels.

NFPA 70E defines limited approach boundaries.

It really has nothing to do with that...it only tries to provide enough space to get out of the area when something bad happens.
