We are installing a 3000 amp 480 volt 3 phase Service in a existing bldg.I was wondering if you had to have the minimum clear distance of 3' behind this panel because me and another electrician are not seeing eye to eye on this matter.I believe we do not need this clearance since there is no access to the back.This panel is a front access only panel.

Not required. See NEC 110.26(A)(1)(a):
Dead-Front Assemblies. Working space shall not be required in the back or sides of assemblies, such as dead-front switchboards or motor control centers, where all connections and all renewable or adjustable parts, such as fuses or switches, are accessible from locations other than the back or sides. Where rear access is required to work on nonelectrical parts on the back of enclosed equipment, a minimum horizontal working space of 762 mm (30 in.) shall be provided.
