What is the source of the 18" requirement?

If I said 18" that was wrong. The minimum egress space is 24".
110.26 ....Open equipment doors shall not impede access to and egress from the working space. Access or egress is impeded if one or more simultaneously opened equipment doors restrict working space access to be less than 610 mm (24 in.) wide and 2.0 m (61⁄2 ft) high.
That is from the 2023 code and applies to all electrical installations. This rule first appeared in the 2020 code, in 110.26(C)(2) and only applied to large equipment.
