A switchboard estimated 480/277V 6 ft long 1600 amps is being added as shown in front of swbd 480/277V over 6 foot long more than 1200 amps as shown on the picture.Until OP clarifies what is exactly being added, I am not going to commit to saying there is an obstruction. The picture is too vague in definition of size and such IMO.
The new gear could actually be quite smaller that depicted and tucked up tight to the wall.
If that is the case and there is a clear and unobstructed view of the door from the old switchgear with all working clearances maintained then it may not be a violation.

In the attached layout would 110.26(C)(2)(a) apply? The panel is 1200A. The question really asks would this egress be considered 'unobstructed?'
