1. Is the white square below the new switch board a glitch or an object? I am gonna assume glitch.

2. If I assume the dimensions are correct it is gonna be close. With say 3' door, there is not 3' of clearance from the new gear around bottom right corner and door. Inspector prolly frown on that.

3. If I assume dimensions are a bit off and new gear is tighter to wall, clearance to door is better, and working space for both new and old is good, AHJ might say it is unobstructed-I would.

4. An AHJ call IMO.
 
The image is not completely clear. I see the letters "SWBD" surrounded by a white rectangle, and a hand-drawn black rectangle around both. Are you saying that there is, or is planned to be, a switchboard in the location of the letters? If so, I agree with Rob. That is an obstruction, so you can't take advantage of article 100.26(C)(2)(a).
 
Until OP clarifies what is exactly being added, I am not going to commit to saying there is an obstruction. The picture is too vague in definition of size and such IMO.

The new gear could actually be quite smaller that depicted and tucked up tight to the wall.

If that is the case and there is a clear and unobstructed view of the door from the old switchgear with all working clearances maintained then it may not be a violation.

A switchboard estimated 480/277V 6 ft long 1600 amps is being added as shown in front of swbd 480/277V over 6 foot long more than 1200 amps as shown on the picture.

In the attached layout would 110.26(C)(2)(a) apply? The panel is 1200A. The question really asks would this egress be considered 'unobstructed?'
