Foreign Systems within a dedicated space shall be permitted, "provided protection is installed to avoid damage to the electrical equipment from condensation, leaks, or breaks in such foreign systems."

Insulation wrapped around HVAC duct work is installed to prevent condensation. Does this meet the requirements of the code should a duct be installed over an electrical panel?
 
IMO if the building is properly designed leak protection is not required for duct work.

Foreign systems aren't permitted in the dedicated space. They are permitted above the dedicated space.
