110.26 Question

I'm working on a job site where we are having conflicting opinions on 110.26 working space. Specifically, we're working on a high rise building where the existing panels (208V and 480V) are located in shallow electrical closets located in the corridors. With the electrical closet doors closed, there is typically only 2' of space in front of the panels. Obviously, work on the panels will be performed with the electrical room doors open. Anyway, there are those on the job site that think the panels belong in a deeper electrical closet to be in compliance with 110.26. What do you think?

I think if the panels have the required working space with the doors open, that is fine.

If I have the choice, I will sometimes put panels behind door swings. In some buildings, this is the only way to know the working clearances will be maintained since the door won't open with clutter piled behind it.

Using their reasoning I think the panels covers would have to meet the conditions of 110.26 too.

I am having an issue interpreting the following. I recently failed on a job due to a cold water pipe in the working space below my service.

NEC 110.26(E)(2) Outdoor. Outdoor installations shall comply with
110.26(E)(2)(a) and (b).
(a) Installation Requirements. Outdoor electrical equipment
shall be installed in suitable enclosures and shall be
protected from accidental contact by unauthorized personnel,
or by vehicular traffic, or by accidental spillage or leakage
from piping systems. The working clearance space shall include
the zone described in 110.26(A). No architectural appurtenance
or other equipment shall be located in this zone.
(b) Dedicated Equipment Space. The space equal to
the width and depth of the equipment, and extending from
grade to a height of 1.8 m (6 ft) above the equipment, shall
be dedicated to the electrical installation. No piping or
other equipment foreign to the electrical installation shall
be located in this zone.

if a cold water pipe is required to be bonded as per 250.104, wouldn't this make it a part of the system and not foreign to?
