Need help with the definition of head room vs. dedicated space that is required around equipment. I understand that no foreign systems are allowed within 6' ABOVE any equipment. Headroom states that a minimum of 6.5' are required ABOUT equipment. What does this "ABOUT" mean? Dwelling unit have an exception that this headroom can be reduced. By the way 2005 NEC
 
The rule in 110.16(E) says that the head room is required for the working space. The working space is defined in 110.26(A).

Imagine a box, with dimensions of 30" wide, 3 ft (or other code-required depth) deep, and 78" tall. You need this imaginary box immediately front of your equipment, to be clear at all times. So that a person can stand without bumping their head, work with decent elbow room, and have sufficient depth to fit their body and step back when things go wrong.

Dedecated space is different. Take the footprint of the equipment, extend it to the floor, extend it to the structural ceiling. Or 6 ft above the top of the equipment (whichever is lower). Keep this space clear of any foreign systems such as plumbing or HVAC. It is OK if other electrical/datcom work is installed in this space, or if structural members are installed in this space.
