110.3 & listings swimming pool Luminaires

UL is the author of some of the acceptable standards for safety testing of products.

For clarity of the question I am asking, let?s use "Swimming Pool underwater Luminaires", NEC 2008 680.23(B).

UL White Book, Product Category Code (PCC) "WBDT", Luminaires and Forming Shells. The basic standard used by UL to investigate products in this category is UL 676, "Underwater Luminaires and Submersible Junction Boxes."

The UL Listing Mark required for these products includes the appropriate UL symbol together with the word "LISTED," a control number, and one of the following product names as appropriate:

?Dry-niche Underwater Luminaire for Swimming Pool"
"Wet-niche Underwater Luminaire for Swimming Pool"
"Forming Shell (or Housing) for Wet-niche Luminaire"
"No-niche Underwater Luminaire for Swimming Pool"
"Mounting Bracket for No-niche Luminaire"
"Underwater Luminaire for Aboveground Storable Swimming Pool"
"Underwater Luminaire for Aboveground Nonstorable Swimming Pool"
"Convertible Underwater Luminaire for Aboveground Swimming Pool"
"Fiber Optic Luminaire for Swimming Pool"

LED Luminaires are not mentioned in standard UL676 or PCC "WBDT". However, UL is currently Investigating LED Luminaires thru subject 8750 paper.

Subject 8750 states, LED light sources complying with these specifications where utilized as the source of illumination in lighting products that comply with the appropriate end-product standard as listed below. e) Swimming pool luminaires, UL 676.

Thus per NEC 2008 110.3 is an LED fixture for "Swimming Pool underwater Luminaires" currently listed by UL?


UL is not the only Nationally recognized Testing Lab (NRTL). If An LED fixture for "Swimming Pool underwater Luminaires? is Listed & labeled by one of the other NRTLs as UL676 Compliant is it a currently listed product?

What if one of the other NRTL has differing PRODUCT TYPES AND INSTALLATION instructions from the UL 676, UL PCC "WBDT", & NEC descriptions? I.e. Dry-niche, Wet-niche, No-niche. Is this product currently listed?

UL may be the 'caretaker or initiator' of the standard, but they are not the only ones involved in authoring them. Most (if not all) national standards are developed by committee. In this kind of example, the UL676 committee has representatives from the product industry as well as NEMA, NFPA, UL, and various AHJ's from around the country. Adopting standards is done by consensus and balloting. So, once a standard is created, ANY NRTL can be qualified by OSHA to test to that particular standard and list product to that standard. If you go to the OSHA website, you can look up an NRTL and see if your specification is on the approved list.

For example, Intertek (ETL) is qualified to list products for UL676. See the list in the document below.

So, the bottom line is that there is only one recognized standard in this case (UL676) and there are no 'competing' standards. However, multiple NRTL's are qualified to list the product to this specification.

If you have any doubt as to the validity of a listing, visit the NRTL's website and search for the listing using the listing #. If the listing is valid, you will pull up a listing document that will have the Manufacturer's name, address, and product catalog numbers that are listed.
