110.33 . Water line below a VFD ?

Code says no piping below Panelboards ,Motor control centers ,and switchboards . Would running a chiller 2" water line below two VFD's be a violation ?

I believe 110.33 is for above 600 volts, is this VFD above 600 volts?

110.26 ( E ) only applies to SWBDs, SWGR, panelboards and MCC's. A VFD is none of those, so I would say it doesn't apply
