110.58 indicates a disconnecting means for transformers and motors to be within sight, I have a design where the transformer primary OCPD is located in a switchboard in the main electrical room and the xfmr. in a third floor electrical room, I was informed by the designer that if the OCPD is lockable than a local disc. sw. is not required at the transformer primary on third floor but could not find the exception in the code any idea where it might be??

You can't find an exception because there is no rule to which an exception is needed. Having a disconnect that is local to (i.e., within sight of) a transformer might be a good idea, in that it might make the job of a future maintenance person easier. But it is not a code requirement.
