112kva with 200amp panel

Doing a TI project and was asked to use existing gear. The problem is there is a 112kva transformer with #3cu primary and #4/0 cu secondary feeding a 225 MCB panel I am concerned on code violation and wasn't sure if this was legal. Since the #3 primary on a 112 is typically insufficient is it legal since it is only feeding a 200 amp panel board?? TIA

MV transformers must have conductor ampacity at nameplate or greater, but there is no such requirement for low voltage transformers.

Yes,

The NEC rules for <=600V transformers are about the maximum protective device sizing, not the minimum.
