Is a cord connected 115 volt 15 amp factory installed plug-in hot tub exempted from the license required to perform maintenance on the internal components by definition as an appliance or cord and plug equipment?

Imo, it is an appliance and I doubt that you would be required to have a license to work on it. Appliance repair guys don't need a license - at least not around here
