When wiring a commercial metal building that has wood framed offices. Within the wood structure is it code compliant to use 14/2 romex for lighting circuits?
 
Yes. 15 amp branch circuits are permitted with 14/2 however the structure type will dictated whether or not NM cable is permitted.

What code are you aking about.
The NEC, no problem. Local codes, only your AHJ knows. And of course don't forget job specifications.
 
Not an NEC issue but as Jim mentioned there could be a local code prohibition for #14. Places like NYC have a minimum conductor size of #12.
