12/3 black,white and gray

In a house today that had current x-formers on in coming lines , right next to panel was a panel with relays in it that would trip breakers that use too much current. Also in main panel 12/3 MN that dad black , white , and gray wire. There was white going to breakers,black going to neutral bar, gray going to breakers. It was a mess.
My question is when did they have 12/3 with black, white, and gray.
 
It sounds more like it was a TC cable.
Are you sure it was NM ?

Perhaps is was just badly faded/discolored green? I'm reaching here, I know.
