12 volt Puck lights

I have an inspector in NC that says on low voltage lighting, you can not tie a stranded wire to a solid wire. Does anybody know where he is getting this information from?

The only thing in 720.4 is the size of the wire. 411.4 (A)(1) for lighting less than 30v says to follow the requirements in chapter 3. Nothing about mixing stranded and solid. Ask him for a code reference.
 
Never hiod of dat.
I use thermostat wire ( solid ) in the walls and the small stranded wire that comes with the lights.

I solder and heat shrink all of my under cabinet lighting. Never had a word said against it.
