120/208 Volt Receptacle Panel Location Question

Commercial Office Application:

Is it really a “Code Violation” to have a receptacle panel located in a basement serve first floor circuits?

Being told that panels “MUST” be located on the floor that they serve, but I cannot find a Code Reference indicating this…..

If so, where is this stated in the NEC?
 
Whoever is telling you this is incorrect there is no such requirement in the NEC. Ask them to provide a code reference.
 
I agree with Rob. There is no such requirement. It would certainly be more convenient to have the panel on the same floor as the load. But the NEC is not concerned with convenience, only safety. And there is nothing unsafe about having to go downstairs to turn off a breaker in order to work on a receptacle.
 
I agree with Rob also.
The only thing unsafe about having to go downstairs to turn off the breaker is the possibility of falling down the stairs.

If the building is an apartment building and the panel is in a locked basement house storage area without tenant access and the first floor outlets are in individual apartments there might be a problem. :)
