120/240, high leg open delta and closed delta

I have 2 questions:
1. Is there 120/240, high leg, open delta and 120/240, high leg closed delta?
2. If yes, what is the difference?
3. If yes, and I am inspecting an existing panelboard, how can I determine the service voltage if label is missing and conductors are not color coded.

Yes

The open Delta only has 58% capacity of the closed Delta.

Sorry, you will not like my reply but, why are you inspecting something you do not have a good understanding of?
