I think the answer would vary from ballast design and manufacturer.

I do know some 277 magnetic ballasts seem to survive and work OK on 240 volts.

Your working at 86.64 % of voltage efficiency, so keep that in mind as you do the total amperage of all the lights as you go forward based on the above statement!

You have to look carefully at the way the voltage is written, a 120-277 volt electronic ballast will work just fine on 240 or 208 volts, this is because the manufacture has design the internal power supply with a voltage regulator that will adjust for the incoming voltage, but if it has a / ratting as in 120/277 then it is an either or, 120 or 277 volts, this type utilizes a electronic voltage detection switch to change the voltage ratting and the ballast might not last very long on 240 or 208, magnetic type ballast don't have this feature so I would not even attempt running one on the wrong voltage, good way to start a fire.
