120% rule apply to service panel size or busbar?

If a panel is 200 amp service with a 225 amp busbar, does the 120% rule apply to the 200 amp or to the 225 amp busbar?

I have 200 amp service and want to upgrade my panel to a solar ready one. (I have a Zinsco currently). But 120% applied to 200 amp limits me to about a 7.6 kw size solar PV system. Square d solar ready 200 amp panels have a 225 busbar which would allow for a bigger PV system.
