I have an old 120v a-base meter and the meter disc won't turn. the current is going thru but meter is not working. I want to make a lamp out of it. does anyone know the wiring diagram other than just splitting the hot legs and routing them thru the meter?

It appears you are not making the correct terminations at the meter base.

The line side hot leg goes to the left side line terminal. The line side neutral goes to the middle line terminal and jumpers over to the right side line terminal.

The hot load side terminates the left side load terminal and the load side neutral goes to the load side middle terminal. The load side right terminal is left is left unterminated.

Go here for a pictoral diagram of the same (Page 46):

There may be a small screw/slide arrangement on the back of the meter that, if put in the right position, will stop the meter from turning. Many a pot farmer has learned this trick.
