1200 amp to 4-400 to 12-100 panels

48 unit apartment building. I have been reading art. 250 from end to end. The panels in each apartment are two types, down stairs are feed thru, upstairs are normal. The ground wire runs up and I made the other crew tap it over to the neutral as there are no ground bars at each unit. the wire then goes to the upper neutral and ends. The taps are off the Sub panel ground to both of Sub sub those panels.

Is that correct?

Another kicker is the Main (1200A) and the Sub (4-400A) panels are all 3 phase equipment on single phase 240, with the center B bar spit in two and fed from A and C bars to get 240 Volt. between legs.
