I have 120V circuit 20A fed from 1P circuit breaker to gas water heater. The disconnect provided at the gas water heater is 2P disconnect.

Can you do this? Is this not code compliant? If not then which code section NEC 2017?

is the disconnect opening both legs of the power? As best I can recall the disconnecting means just has to open the ungrounded legs.

If that "disconnect" is a switch, 404.2 does not prohibit the 2P does does address switching the neutral.

It's really a field install situation. You can have as many poles as you wish, you don't have to use them all.

As long as the line opens, simultaneously opening the neutral is optional; permitted but not required.
