120v Outlet/ 208v wiring

On a job that has a 120v receptacle being fed with 12/3 MC cable. they are using the white as a ground, labeled the red wire with white tape and using as neutral and the black is the phase conductor. Is this a code vialotion? Thanks

It could be type AC cable. Maybe the white was grounded somewhere (like a screw through the cable) so they used it as the EGC.

No grounding conductor, I would think it's pretty old.

I think the MGM hotel fire was caused by fault current being carried on the sheath of AC
AC is still made and is easily available. Until recently all HCFC was AC
