I have a 12470v system feeding from switchgear to a capicator bank . Do I ground the shields on the cable at the switchgear and capicator bank ???

Technically shields only need to be bonded on one end. Connecting both ends can create circulating currents.

Practically, circulating currents are usually only problems in cable lengths measured in the 1000s' rather than in the 10's.
 
I always understood that if you didn't ground both ends of a sheath, the end farthest from the ground connection could develop a significant potential to ground, even though it "grounded".

I am aware that one end grounding used to be common, but I thought a NEC change now forbids it. I'm still looking for the change.
