Yes, 12,470 volts is just another voltage that is fairly common as for large buildings. For example, the huge convention center here in town has a 12,470 volt service with feeders run to distribution centers in many locations in the building. These distribution centers have built-in 12,470 to 480Y/277 xfmrs and 12,470 to 208Y/120 xfmrs. Pretty slick set-up and allows for large amounts of power to be sent throughout the building with fairly small feeders albeit with the fancy-shmancy high voltage shielded cables.

I'm looking to see if there is an issue with the EMT. I think the convention center used rigid for those feeders.

I've run miles of 12,470 in duct banks. Never run it inside a building though. Interesting, I know I'd feel better if it were in GRC or at least IMC.

Look at 300.37 2008 NEC. Remembering the NEC is the minimum standard. I don't remember ever seeing 12470 run in EMT but that is something left to the specifing Engineer.
