Is a 12v light installed 2' above the water level and 1' outside the water's edge legal? The fixture is rigidly mounted and sealed to a wall and is supplied by a pool and spa rated transformer, which has the grounded metal barrier between the primary and secondary windings.

tough question.art. 680.22 says 5' from the wall of the pool,BUT, makes no reference to voltage.
art. 680.33 references voltage, But, refers to underwater fixtures.HMMMMMMMMMM.
then art. 720 references circuits under 50V,BUT,dosen,t mention anything about areas around pools. :(
i personally would error on the side of safety and place them 5' away.
guess the nec dosen't have all the answers after all :D

But Art 411 covers lighting operating at less than 30 volts and it has the following:

411.4 Locations Not Permitted.
Lighting systems operating at 30 volts or less shall not be installed (1) where concealed or extended through a building wall, unless using a wiring method specified in Chapter 3, or (2) within 3.0 m (10 ft) of pools, spas, fountains, or similar locations, except as permitted by Article 680.

And these systems have to be listed.
Ten feet is the minimum distance.

411 is a new article in the 99 cycle. its often overlooked, but it applies for undercounter and the malibu landscape lights, and the fancy wire rail types as well. the next time you are in a big box store look at the landscape lights and you will see the ten foot pool limitation in the instructions.
