14 gauge wire on outlet circuits, still OK?

I had someone I normally trust on NEC/Code issues say that all outlet branches must use 12 gauge/20 amp wire
and that 14 gauge wire was only for lighting circuits now. True that? If so could I get a reference?
 
NYC local code amendment has #12 AWG as the minimum branch circuit conductor size. This is not in the NEC.
