Article 240 and Chapter 3, in particular 240.4(D).
What do you mean "switch legs"? What is the ampacity of the branch circuit?

#14 AWG conductors are permitted for use as branch-circuit wiring for up to 15A rated circuits except where specifically permitted to be protected by a higher OCD in sections 240.4(E) through (G).
This question has the feel of the common question asked if #14 conductors can be used as switch legs on 20A branch-circuits. That is a violation and is not permitted.
