Am I correct in saying that 240.4(D) would not allow #14 NM to be used for switch legs and for lights tapped from a circuit with a 20 breaker on a #12 home run.

If there are any electrical inspectors in her, how do you perform a inspection on a panel after the wall board is installed to determine which circuits have 14 ga taps off of a 12 ga home run?

I'm not an inspector, but that's supposed to be determined before any drywall goes on. And It's not something you will find in the panel

It's no different than a traffic cop, they can't catch everything, you are responsible for obeying the codes and as Hal said, it's honor and integrity if you know it's wrong.

It is something that should be found on the R.I. inspection.
If there is a legitimate reason such as partial upsize for voltage drop, I make a note in the panel as to any circuits that have a mix so it can be addressed at final
