#14 pigtails on a 30A OCPD

Can someone point me to an Art number that disallows this and says the branch circuit has to be rated for 15A if you do this.

I'll keep flipping thru the NEC but some of you guys know this like the back of your hand.

Someone is trying to tell me it's ok to have a 30A DP branch circuit that will feed a 6-30R but for the pigtail conections it's ok to use #14 because the intended amperage draw will only be 5 amp. Hogwash. Why even run a 30A BC in the first place?
