I was checking an electric panel today at a residence. The voltage was 140 volts to ground. Is this within the normal range?

The public utility commission may have a lower limit...in Illinois it is 127 line to neutral.If.... both L-N voltages are over maybe 135v then a call to the PoCo is definitely in order.
Low battery.It must be my volt meter. I checked the voltage at my house and 140 volts once again.
