Hi All,
Can anyone show me where a 15 amp general purpose branch circuit is prohibited for a receptacle in the 2014 NEC .
A college of mine tapped off the lighting circuit to feed two receptacles in a kitchen and the AHJ thought it was a violation but could not provide the violation in the book.

210.52(B)(1) & 210.11(C)(1)
 
210.11(C) Dwelling Units.
(1) Small-Appliance Branch Circuits.
In addition to the number of branch circuits required by other parts of this
section, two or more 20-ampere small-appliance branch cir-
cuits shall be provided for all receptacle outlets specified by
210.52(B)
 
To summarize, the problem was not putting a receptacle on a 15A lighting circuit, it was putting such a receptacle in a kitchen, probably serving a countertop.

He has three 20 amp small appliance branch circuits servicing the counter tops and island. The AHJ said the 15 amp circuit feeding the GP receptacle on the wall was in NEC violation.

If you notice the Section quoted states "serve ALL wall and floor receptacle outets....." so most folk would agree with the inspector

210.5(B) Small Appliances.
(1) Receptacle Outlets Served.
In the kitchen, pantry, breakfast room, dining room, or similar area of a dwelling
unit, the two or more 20-ampere small-appliance branch
circuits required by 210.11(C)(1) shall serve all wall and
floor receptacle outlets covered by 210.52(A), all counter-
top outlets covered by 210.52(C), and receptacle outlets for
refrigeration equipment
