15 amp Recepticle on 20 amp Circuit?

Dose the Nec allow for 15 amp recepticles on a 20 amp branch circuit in a commercial building? I did the table 210.21 it seems to indicate that you can.

Sure as long as there is more then one receptacle on the circuit.
