150 amp exterior main /200-amp interior sub breaker

A little Help if NEC spells this out specifically. I was on a job recently and a home inspector noted on his inspection that the missed matched breaker configuration between exterior main 150 (next to meter can, not meter can combo) and interior sub panel main 200 amp breaker needed to be corrected with a 150 breaker installed in the interior panel. Is my understanding that the exterior 150 amp breaker is protecting the circuit, and the interior breaker then just becomes means of disconnect and sizing if above the 150amp rating is not relevant incorrect?

The interior 200 amp circuit breaker is fine the home inspector is incorrect. The 200 is just being used as a switch in this case and is not even required.
